INTENTIONAL DECEPTION:

TRUTH: It is possible to purposefully deceive without telling a lie.  The reason this statement is called intentional deception rather than lie is because it uses the phrase "could lead."   "Could" CI 100 be referred to in order to restrict birth control? Yes.  Is that likely? Not for contraceptives but yes for those methods of birth control that are abortifacient.  For "could lead" to become a reality, the Montana legislature would have to pass legislation to restrict birth control methods that are abortifacient.
